           Q. What is your vision on the role of Information Technology as an
              enabler for economic growth, with respect to ease of accessibility to
              information, eg Land records, whether forecasting?
            A. I had written a book in 2016 when this demonetization happened,
              so I am of the opinion that things don’t happen automatically, and
              every person typically I’m talking about now rural areas because
              literacy rate in India is still not 100% so, I assume that at least 40%,
              people in rural or tribal areas are illiterate, so how will that person
              know about welfare schemes which is available for him or her? this
              is where corruption starts because, on paper this scheme is available
              but actually beneficiary is not there. This is where digital chatur - a
              human being who is assisting beneficiaries to embrace technology
              will be helpful. It’s origin lies with writers who were present in courts.
              Our literacy percentage in 1947 was hardly 10%, at that time when
              humans were going to courts, you had to apply and if you couldn’t
              write then, when people had to go to courts, they had to apply but
              if you can’t write what will you do? they used to seek help of writer,
              that means what writer used to do in 1947, this digital chatur will do
              for a rural population. But, we require digital chatur with a passion
              of helping people, so there is an element of social service plus there
              is a revenue model. If he gives 100 rs to beneficiary, he could charge
              two rupees for his service. Today the beneficiary is getting nothing,
              even if he pays two rupees and ends up getting Rs. 98 he will be
              happy about the model.
           Q. How can the five trillion-dollar ambition be steered into a mass
              movement and how will it benefit the masses?
           A.  Who will go in remote places and make people aware that this
              benefit exists today? We expect ministers politicians to do this, but I
              don’t know how many are doing it. This is where this digital chatur
              can go he makes them aware in local language and this is where this
              digital chatur is a game changer, you have to locate a smart person
              make him digitally literate make him aware of all these schemes and
              request him to participate.
              Ideally, IMDR should start a course on making digital chaturs and
              invite people and you can get CSR funding for this so run a one
