run their industries profitably.
Tilak illustrated that it is not sufficient to teach only the
chemical processes which are performed in the leather, glass,
or sugar factories, but the candidates should be deputed as
Interns in those factories to gain the practical knowledge and
the essential technical, drawing skills. The basic knowledge of
Chemical Science should be given in those training schools.
The Cliburn Committee had pointed out that such type of
training schools had been working at Naples in Italy and India
needed such type of practical training schools to nurture the
new and young entrepreneurs.
3.9 Industry-Institution Linkages
The candidates, who would complete their training in such
Industrial Training Institutes and would become successful
entrepreneurs by starting their own factories, must remain
connected with these Training Institutions and provide the
same practical training at their factories to the students of new
batches.
Thus, it is observed that Lokmanya Tilak had recognized
the importance of such type of Industry-Institution linkages
to create new generations of entrepreneurs, businessmen and
industrialists in those days.
3.10 Scholarships
Tilak informed the readers about the government resolution
related to the scholarships to select candidates to take industrial
training in foreign countries. The government had proposed
to provide the amount of 150 pounds per candidate to go
abroad and get trained in subjects other than Law, Medicine,
Engineering, Agriculture and Forestry.
Tilak appreciated the step taken by the government and
mentions that such scholarships would be helpful to gain
advanced scientific knowledge available in the developed
countries which was required in textile mills, mines, etc.
3.11 District wise Training Centres for Small Industries
Tilak strongly demanded that government must start Small
