workers there; and in Kanpur to train the workers required in
Wool Mills.
3.5 Small Industries with less Capital
There was absence of institutions which could train the
candidate about how to start small industries with less amount
of capital in our country. There was demand from the people
for such types of institutions.
Tilak informed that some Municipalities and Local Boards
have come forward to start the Technical Schools (Like a
Technical School started by Pune Municipality), but it was not
sufficient as only little bit drawing and carpentry were being
taught in such schools.
3.6 Industrial Survey
Tilak suggested to undertake industrial surveys to study the
import and export details. He recommended the study about
which and how much raw materials are being exported from
India and where and what type of conversion is made, which
and how much finished goods are being imported in our country.
He said that such type of data is essential to decide which type
of factories should be located at which places.
Tilak recorded his observation that neither central government
nor any provincial government has ever undertaken such type
of industrial survey anywhere in the country until then.
3.7 Central or Local Government?
Tilak informed that the British Government had suggested
that the local governments should take initiatives to start small
institutions of industrial training. However, he asks the British
Rulers from where the local or provincial government should
bring money to open these institutions? The responsibility lies
mainly on the central government.
3.8 Recommendations of the Cliburn Committee
Col. Cliburn Committee had recommended that it is not
sufficient to open the small industries training institutions and
provide only the industrial training, but it is essential also to
provide commercial training to the candidates so that they can
