the new candidates, these centres should come forward to help
those existing factories which were facing some difficulties. He
insisted on it as an essential component for the rapid industrial
development of our country, even though it might be expensive.
Here also he quotes the example of the Japanese government
for implementing this practice successfully in their country.
3.12 Government Negligence of Small Industries
At that time India was in acute need of small and medium
sized industries which would create employment and use the
ample raw materials available in the country itself, without
exporting it to other countries. It would reduce the import of
finished products.
Tilak expressed grief over the fact that government was not
ready to encourage and support the small & medium scale
industries. It was due to the fear of losing a ready market like
India.
Tilak also expressed his anger at the British rulers as they were
not ready to undertake the industrial surveys in our country
to save from its adverse impact on the trade and economy of
England.
3.13 Criticism on the Government Policies
The British Colonial Government was more alert on the
expansion of their Kingdom and on increasing their power and
awe, instead of the welfare of the common people.
Tilak criticized these government-priorities full of injustice.
He remarked that British Government was not doing anything
for the industrial development of our country.
4. Editorial ‘Agricultural Education and Industry
Education’ (7th June 1904)
Tilak had written this editorial to present the comparative
details regarding the present status of agricultural and industry
education in the country at that time and to give important
suggestions in that respect.
